About Stacey A. Phipps

Prior to entering private practice, Stacey A. Phipps spent 17 years as a public servant in North Carolina state government, including serving in the Department of Public Safety and working with the State Highway Patrol. Stacey also served as an Assistant Attorney General where she litigated personal injury, medical malpractice, and workers compensation claims. She currently practices primarily in the area of plaintiff’s civil litigation, including auto accident and other negligence cases. Her government career also included serving as chief of staff and general counsel for State Treasurer Richard Moore, and as a staff attorney for the State Ethics Commission.

In the Community

Stacey has been a Lawyer Assistance Program volunteer for 13 years and serves on numerous local and state Bar committees. She is also active in her church, where she sings contemporary music.

Stacey is a member of the North Carolina Bar Association, the Wake County Bar, the Tenth Judicial District Bar, and the North Carolina Advocates for Justice.


Stacey earned a Bachelor of Science in Elementary Education at the University of Arkansas in 1990, and a Juris Doctor from the North Carolina Central University School of Law evening program in May 1999.

She is admitted to practice in the NC Courts of General Justice, the Eastern District of North Carolina Federal Court and the Federal Fourth Circuit Court of Appeals.
